Pauingassi Recreation Centre Project

Project Description

Remote community construction in Manitoba

TRIA Products Ltd. coordinated design, manufacturing and construction to enclose an existing outdoor hockey rink at Pauingassi First Nation. The project shows how careful logistics and an adaptable foundation design can support community infrastructure where seasonal access limits construction options.

Project status as of October 19, 2026: Electrical work remained outstanding within TRIA’s scope. Final project completion and opening had not been confirmed.

A recreation centre for the community

Pauingassi First Nation’s project transforms an outdoor hockey rink into an enclosed recreation facility intended to support both hockey and community activities. The enclosure creates opportunities for a more versatile gathering space, with uses extending beyond the rink’s original seasonal function.

TRIA’s responsibility covered the building’s design, manufacturing and on-site construction. Bringing those activities together required coordination from production planning through material delivery and field work. The project team also needed to respond when the conditions encountered on-site differed from the information available before construction.

Working within a short winter road season

The contract was signed shortly before Christmas 2025, leaving a compressed production schedule ahead of winter road deliveries. Building components had to be manufactured in time to reach the community while seasonal access was available.

Meeting participants reported that hauling began around mid-February and that the project had approximately two weeks to move product to the site. TRIA coordinated production and transportation to get the building materials into the community during that window. When construction crews later mobilized, personnel travelled by air.

Adapting to ground and water conditions

Foundation work introduced a further challenge. A geotechnical report from an earlier school project had been available, but the soils encountered at the recreation centre site differed from those described in that report. Water accumulation also complicated site work and required pumping.

The team reassessed the conditions and redesigned the foundation. Additional materials needed for the revised approach were flown into the community by charter aircraft. This response allowed construction to continue despite the combined pressures of difficult ground conditions, water and restricted access.

The experience highlights why remote projects need both advance planning and the ability to adjust during construction. After the winter road closes, an engineering change can also become a transportation challenge. Coordinating the revised design with material procurement and air delivery was an essential part of the response.

Coordinating the project from fabrication to site

TRIA’s role went beyond supplying a steel building. The company coordinated fabrication and the workforce carrying out the construction, including personnel hired for the project. That involvement connected production decisions with the practical requirements of a remote site.

At the October 19 meeting, management described the project as a useful model for future work. The experience brought together a short manufacturing lead time, seasonal freight access, changing foundation requirements and the need to mobilize people and materials by air. Its value lies in the team’s ability to work through those conditions and keep the project moving.

Intended benefits for Pauingassi First Nation

The enclosed facility is intended to give the community more options for recreation and gatherings. Meeting participants identified youth recreation, community events and social functions as potential uses. Once electrical work is completed and the facility is ready for use, lighting is expected to support activities beyond daylight hours.

The building may also support community activities across more of the year. Actual programming, operating seasons and opening arrangements remain for the community to confirm. The enclosure should not be taken as confirmation of year-round ice, heating or any particular operating schedule.

As of October 19, 2026, electrical work was still pending. The project’s progress demonstrates TRIA’s experience coordinating remote construction, while final completion and the facility’s operational outcomes remain to be confirmed.
